Maintaining compliance in affordable housing can be challenging, especially when managing properties with multiple layers of funding. Navigating overlapping program requirements raises important questions: Does one program take precedence over another? Do they align—or can you choose which rules to follow? These are common concerns for property and compliance staff working to ensure regulations are met.
This comprehensive training will address those questions and provide guidance on key compliance areas, including tenant eligibility, application procedures, verification protocols, review of common income and asset determinations, adjusted income overview, rent and security deposit rules, conducting certifications, handling recertifications, and unit transfers.
Participants will gain the knowledge and tools needed to confidently manage compliance across the Low-Income Housing Tax Credit (LIHTC), HUD Multifamily Housing, Rural Development, HOME, and National Housing Trust Fund programs.
Participants will have the opportunity to take the US Housing Consultants’ Layered Programs Compliance Accredited Compliance Expert (ACE) Exam. This certification recognizes affordable housing professionals who demonstrate an in-depth understanding of layered programs compliance — including household eligibility, rent calculations, project development, and overall program requirements.
Professionals holding this designation have a demonstrable and thorough understanding of determining household eligibility, rent, how the project was developed, and much more for layered programs compliance.
Note: This training will be conducted post-HOTMA and will cover HOTMA requirements only. Pre-HOTMA requirements will not be addressed.
